About the Halyk Charitable Fund

Dinara Kulibayeva formally established the Halyk Charitable Fund (HCF) with her husband, Timur Kulibayev, in 2016 to support major social initiatives across Kazakhstan.

HCF focuses on areas that directly improve quality of life — education, healthcare, sport, ecology, culture, social protection, and resilience building — to deliver practical impact for communities and families.

National Reach and Emergency Support

Since its creation, HCF has committed over $185 million to more than 200 initiatives nationwide. This includes modernising hospitals and clinics with life-saving equipment, funding maternal and child healthcare programmes, and providing critical support during emergencies.

HCF donated over $25 million for medical equipment and frontline aid during the COVID-19 pandemic.

Investing in Young People

Education and youth development are among HCF’s core priorities.

In 2024, HCF launched Auyl Sport, a rural sports development programme that has already involved more than 20,000 children, giving young people the opportunity to participate in regional, national, and international competitions.

HCF also backs Talimger, a financial literacy and entrepreneurship programme for teenagers, which uses gamified learning tools to build practical life skills.

Contribution to Ecology

In 2025, HCF launched the environmental programme Halyk Ormany. Over a five-year period, approximately 9 million seedlings and saplings will be planted in three key regions of the country. The project is aimed at restoring forest areas, greening territories, and supporting sustainable development in Kazakhstan.

Dinara Kulibayeva’s leadership ensures that HCF’s work is rooted in compassion and responsibility. Under her guidance, HCF delivers projects that build resilience, strengthen families, and improve quality of life for many thousands of people across Kazakhstan.

Related projects

NNEF Public Foundation

NNEF Public Foundation has been at the heart of Kazakhstan’s transformation in education – from early years to post-graduate level – for almost three decades. Under Dinara’s leadership, the foundation has introduced international standards to educational institutions, supported teacher training, and championed modern approaches to learning.

To date, NNEF has invested more than $250 million into developing educational infrastructure, academic programmes, and opportunities for children and youth across Kazakhstan.

MIRAS International Schools and Higher Education

The MIRAS International Schools, established by NNEF in Almaty and Astana, became among the first in Kazakhstan to adopt the International Baccalaureate while balancing it with national curriculum priorities. These schools are part of Dinara Kulibayeva’s long term investment in Kazakhstan’s future – a commitment to nurturing well rounded, confident, socially responsible young people.

SOS Children’s Villages Kazakhstan

SOS Children’s Villages Kazakhstan was incorporated into NNEF in 2018. It reflects Dinara’s dedication to creating stable and nurturing environments for children without parental care or those at risk of losing it, while laying strong foundations for their future. Her leadership has helped secure long-term support for the organisation, ensuring that children grow up surrounded by care, opportunity, and hope.
